NEW YORK Nov. 21 - The mayor's office vowed to fight a federal commission's subpoena seeking documents that detail the city's response at the World Trade Center. . . .
The commission, which is investigating the nation's preparedness before the 2001 attacks and its response to them, said Thursday it wants tapes and transcripts of 911 calls as well as internal firefighter interviews conducted afterward.
The 10-member bipartisan panel, formed by Congress and led by former New Jersey Gov. Tom Kean, said the 911 calls in particular are "critical to understanding the interaction between members of the public and the city" the day of the attacks.
The panel, which has a May deadline to report its findings an make recommendations for guarding against similar disasters, said it requested the material more than four months ago and is running out of time.
"The city's failure to produce these important documents has significantly impeded the commission's investigation," the panel said a statement.
Ed Skyler, a spokesman for Mayor Michael Bloomberg said the city will fight the subpoena. "It will take a court order. . .", he said. . . .
The commission also made public Thursday more details about the terms of its agreement with the White House over access to parts of the super-secret and super-sensitive presidential daily briefings.
As reported by UPI and other media last week, the terms -- which came under fire as too restrictive from some commissioners and relatives of those killed in the attacks -- limit access to the PDB items to a four-person subcommittee.
The members of the subcommittee, announced Thursday, are commission Chairman Thomas H. Kean, the former GOP governor of New Jersey; Deputy Chairman Lee H. Hamilton, a former Democratic congressman; Zelikow, a former aide to national security adviser Condoleezza Rice; and Commissioner Jamie Gorelick, a former Clinton administration official.
The subcommittee will be allowed to take notes. . . .
Also news is that the four will prepare a summary of the information in the PDB items that is relevant to the commission's inquiry for the full 10-member commission and certain members of its staff.
However, the summaries will be "subject to limited White House review."

JFK JR. spent his adult life on an astounding secret mission that he shared with only a few of his closest confidants - mulling over classified documents in a determined bid to unmask exactly who was behind his father's assassination 40 years ago.
And now, GLOBE can exclusively reveal the shocking secrets uncovered by the gutsy Camelot heir - and it wasn't the Mafia, or Fidel Castro, or Lee Harvey Oswald acting alone to gun down JFK in Dallas Nov. 22,1963.
It was JFK Jr.'s belief following his 20-year investigation that the guilty parties were 10 to 15 ultra-right wing military generals and disgruntled CIA operatives who were angry at his father's plan to keep America out of the growing Vietnam conflict.
This clandestine group, stung by the U.S. military failure at the Bay of Pigs in Cuba, wanted to crank up the American war machine and win in Vietnam at all costs - including the use of nuclear weapons - and JFK stood in their way.
Publicly, JFK Jr. distanced himself from the conspiracy theories swirling around his father's shocking assassination, but behind closed doors, he burned the midnight oil to uncover the tiniest clue, starting at age 18, say close friends. He even denied ever watching Oliver Stone's 1991 controversial movie, JFK, which contained many of the same beliefs about the assassination that JFK Jr. shared. But he actually watched it in private many times.
"Can you imagine the headlines if someone spotted me m the theater*?" JFK Jr. asked his friend. "Anyway, it would upset my family too much."
JFK Jr. agreed with Stone on one point: "He refused point blank to believe the official version that Lee Harvey Oswald was the lone shooter," says the friend. He came to his conclusion after watching the famous Zapruder footage frame by frame, listening to enhanced audio tapes of the actual gunshots, and reviewing autopsy reports and forensic evidence on Oswald’s gun.
He doggedly sifted through papers that few other people cpuld get their hands on, documents at the JFK Library in Boston and top secret files that his close friends in Washington, D.C., obtained for him.
"I just have get to the bottom of this. I need answers," JFK Jr. told his confidants.
While studying at Brown University, he spent much of his spare time on his mission. Later, he would pace the floor of his Manhattan apartment, acting as if he were arguing the case before a judge and jury, the friend reveals.
"John called it his hobby, but it was his burning passion," says the source, one of JFK Jr.'s closest friends for more than a decade before his fatal airplane crash July 16,1999. "He would never have published his findings - he was doing it just for himself."
Sadly, JFK Jr. never remembered saluting his father's coffin - one of the most famous pictures of the 20th century - or happy times playing in the White House, says the friend.
"The saddest thing John ever said about his motivation was, 'My father was one of the greatest figures in American history and every single thing he ever did and said was documented - yet I don't know anything about him,'" the source tells GLOBE. "He told me time and again he needed to find out exactly what happened to satisfy himself. He was terrified of being seen as obsessed and feared conspiracy buffs would turn him into a poster boy for their theories if word ever leaked out."
He took great pains to ensure that his mom, Jackie, didn't find out about his mission, as she had the attitude that what happened happened and she needed to move on with her life. His wife, Carolyn Bessette knew.
"But I don't think she was really that interested," says the source.
JFK Jr.'s personal investigation took him to Dallas, where he visited the assassination site at Dealy Plaza while he was in law school in 1988. Wearing a baseball cap pulled low to hide his face, he was shocked to find the place where his father was killed to be so attractive.
"It was much smaller than I expected and the sun was shining," JFK Jr. told the source afterward. "I couldn't get over the fact that such a tragic, horrific thing happened on such a pretty little street."
One time, JFK Jr. bumped into Frank Sinatra at a party and the Chairman of the Board asked for his phone number. Sometime later, Sinatra called him to tell him, "I don't want you to think my friends had anything to do with the assassination," says the source. But Sinatra had no worries - JFK Jr. did not believe the Mafia was involved with his father's death.
In 1997, JFK Jr. made his way to Cuba, where he interviewed Fidel Castro for his George magazine. The Cuban dictator, too, wanted to clear the air.
"John told me Castro looked him straight inthe eye and told him, 'It is important to me that you know I had nothing to do with your father's assassination,'" says the source. "John said he nodded and smiled because he knew Castro wasn't involved."
For a while, JFK's vice president, Lyndon Johnson, was in JFK Jr.'s spotlight. "But the more I look into him, the less likely it seems LBJ could have been involved," JFK Jr. told the source. "He was a mean, arrogant bastard - but I don't think he killed my father."
Incredibly, a friend at the Russian Consulate in New York allowed JFK Jr. to view KGB files on the assassination and Oswald, who lived in Russia for a while. Again, he knew the Russians were not involved in the case.
In the end, JFK Jr.'s conclusion echoed that of Oliver Stone: Certain generals and CIA honchos set up Lee Harvey Oswald as the patsy and there were four other shooters, disguised as hobos. At least three of the supposed hobos, too clean and well-dressed to be real bums, were found dead on different Dallas streets, but no one paid much attention because they were slain the same day JFK died.
"John was driven - there's no other word for it - to find out the truth," the source tells GLOBE. "He spent time, energy and money, and he pulled a lot of strings to go places and get his hands on crucial evidence.
"He vowed to find the identities of the guilty parties before he died but, ironically, not long after John told me he had just about wrapped up his investigation, he was killed in the crash."
But not too bold, however. The article repeats the official line and ignores the truth regarding the murder of JFK Jr. himself. He had been getting bold in his magazine George, exposing the assasanation conspiracies aimed at Yitzhak Rabin and George Wallace. The man had a story to tell, among other ambitions:

He always refused. But now word that he may have changed his mind, tomorrow's Newsweek magazine reports that according to one of John's closest friends he was planning to run for elective office. And the magazine says he was even eyeing next year's Senate race here in New York until Hillary Clinton entered the picture. [...]
Dr. Earl Rose . . . had been . . . Dallas County’s medical examiner.
Minutes after Kennedy died at Parkland Medical Center, an emergency room debate began about what to do with the body. Rose and other Texas officials saw the shooting as a state crime, subject to an autopsy by Rose’s office. . The Secret Service . . .disagreed, and Kennedy’s body was flown to the Bethesda Naval Hospital, where the autopsy by pathologists James Humes and Thornton Boswell helped fuel the intrigue surrounding the assassination.
Nearly 40 years later, Rose still believes he and his staff should have done the post-mortem exam. . "We had the routine in place to do it … it was important for the chain of evidence to remain intact," said Rose, 77, . . ."That didn’t happen when the body was taken to Bethesda.". . .
Humes and Boswell . . . neither was experienced in forensic pathology. . "It’s been pretty well recognized that the autopsy was incomplete," said Rose. "Many experts in the field at the time said it was a botched job." . In a May 1992 interview in the Journal of American Medical Association, both Humes and Boswell admitted the president’s body was moved illegally. . .
Under state and federal law at the time, Rose and other Texas officials claimed the shooting fell under their jurisdiction. . . .
He has seldom spoken to his family or publicly about his role . . .
“Truth is the best weapon you have against any . . . lies,” said Rose.
[Sen. Areln Specter] Specter, now the state's senior U.S. senator, went on to work with the Warren Commission's investigation of the assassination, and wrote the famous or, depending on one's perspective, infamous "single-bullet theory" that supported the conclusion that Lee Harvey Oswald alone killed Kennedy.
Allegheny County coroner . . .[Cyril] Wecht characterized the Warren Report as "absolute nonsense" and Specter's single-bullet assertion "an asinine, pseudoscientific sham at best." [...] Wecht became one of the best known critics of the Warren Commission, arguing that the government twisted evidence to pin the assassination on Oswald because the truth of what occurred would be too much for the American public to take. Wecht speculates that "truth" is that rogue elements of the CIA had the Mafia kill Kennedy.
TOTAL INFORMATION ANALYSIS: Wecht nails Specter, alright, but he himself really needs to take into account the latest research. Wecht made his case on available evidence from the Bethesda autopsy and the Zapruder film. Increasing evidence emergencves that both of those reports were heavily doctored. Wecht is reluctant to admit this, as he made his bones on this body of information. Besides which, he retains political power in Pennsylvania himself, and it is not in the political creature's interest to admit how routinely government documentation can be altered.
At the urging of local politicians, Kennedy ordered the reflective glass shield atop the presidential limousine removed for his visit to Dallas on Nov. 22, 1963.
The Memory Hole has obtained 9/11 documents previously withheld by the Port Authority of New York and New Jersey. These transcripts of phone calls and radio transmissions, and copies of police reports, were finally released under a federal order resulting from a lawsuit brought by the New York Times. The Times originally sought the actual recordings but eventually settled for transcripts.
After the documents had been released to the media, a spokesperson for the Port Authority told The Memory Hole that it would not be able to get this material. "We're screening pretty carefully," she said on the phone, adding that the only way we'd see these documents would be to get our hands on a set already released to a media outlet. She also said, without prompting, that the Port Authority will never put these public documents online.
After invoking the Port Authority's freedom of information policy, we were able to get the material, but only after paying $500 . . .

PARIS - The CIA has rejected as fantasy claims in a new book that it tried to negotiate a non-aggression pact with Osama bin Laden just two months before the September 11, 2001 airliner attacks against the United States.
Richard Labeviere, author of The Corridors of Terror, released on Thursday, says the CIA's Dubai station chief approached bin Laden while the al Qaeda leader was being treated for a serious kidney complaint in the United Arab Emirates.
He said the meeting took place in the American Hospital in Dubai on July 12, barely eight weeks before [9/11]. . .
CIA spokesman Mark Mansfield['s deniall echoed] an earlier rebuttal of French media reports in October 2001 about the alleged Dubai meeting.
Labeviere said he learned of an encounter from a contact in the Dubai hospital, and said the event was confirmed in detail during a separate interview in New York with a Gulf prince who presented himself as an adviser to the Emir of Bahrain.
The prince, who the author met in a Manhattan hotel in November 2001, appeared well-informed about the CIA-bin Laden meeting.
Labeviere said the second contact told him the face-to-face had been arranged by Prince Turki al-Faisal, the head of the Saudi General Intelligence Department.
TOTAL INFORMATION ANALYSIS:This "negotiating a non-agression pact" story is rather amusing in its transparency. CIA station chief Larry Mitchell was telling OBL what they expected the script to be for 9/11. Of course the CIA still officially waves its hand at the story, but now they're putting out this story sub rosa to assuage those folks who still have questions about the meeting. Saudi interests have similar interests in pushing this story.
